Stellungnahmen zu den BMBF-Eckpunkten zum Forschungsdatengesetz
In North Rhine-Westphalia, the Act to Promote Municipal Expenditures for School Inclusion (InklFöG) came into force on August 1, 2014. According to this law, the state provides financial compensation for significant burdens on municipalities and districts as school authorities as a result of the 9th School Law Amendment Act (First Act to Implement the UN Convention on the Rights of Persons with Disabilities in Schools) in accordance with § 1 InklFöG (burden compensation). In addition, the state grants an annual inclusion lump sum according to § 2 InklFöG to support further municipal expenses for school inclusion. The InklFöG provides for the evaluation of the expenses actually incurred by the municipalities. In 2023, all school administrators of general, public schools and their school boards will be surveyed retrospectively in order to be able to make reliable statements about how many measures have already been implemented as a result of the introduction of shared learning and how many more can be expected. Finally, the costs incurred are to be estimated on the basis of this information. The evaluation is being carried out by the project group headed by Prof. Dr. Kerstin Schneider (WIB, University of Wuppertal) through the Ministry of Schools and Education - in consultation with the municipal umbrella organizations of the state of NRW. Evaluation reports of the years 2015, 2016, 2017 and 2021 are already available.
